Im going to get some xxr 527 for my 97' honda prelude i want 17x8.25 bolt pattern 5x114.3 +35 offset.
My question is what spacers i will need, and also if i will need to roll my fenders.

You probably don't need spacers but you could get a standard 10mm just for fun, and roll your fenders regardless!

Make sure to get extended studs if you go more then 5mm or get the spacers that bolt onto the factory studs and have their own studs pressed in.

Then you would be fine by running no spacers and just rolling the fenders.

I'm lowered about 2.5-3" all around, with 16x7 +42 offset, 10mm spacers (so ~32 offset really) and I havent rolled my fenders, and I don't rub whatsoever, or are even close to rubbing. Good luck with whatever you decide!

Remember if you use a spacer with its own studs you will need to go above 25mm to clear the stock studs. As they suggested..get extended studs and take it from there.
