The rpms arent really shorting out.. I'm down here with him. You can watch the throttle cable moving.. or open the throttle by hand and it just hesitates, bogs down and then finally revs. We tried a known good ECU out of my H22 and it does the same thing, so its not the ECU. He is throwing a CEL for the O2 only with the p13. He just changed the O2 like last night and its still throwing the code. The CEL is not on with the P14.. its ****ing weird man.

His H23 was not... he just had a rod knock from a spun bearing.. got pissed and drunk one night and decided **** it and revved it to 7k and blew a connecting rod through the side of the block.. (excuse for the jdm h22)

Now hes got it, hes using a USDM P13.. I dont know if that makes a difference or not, but it runs like crap using the P13 and runs beautifully with the P14, just no VTEC.

I've done 2 of these swaps man. change the injectors from your 23 to the 22. I know it sounds funny, but trust me.
