Buying a used engine, what to look for?

Hi, I have a question for all the H series people here. I am currently in talks with a guy who supposedly has a 2001 prelude engine and manual trans for sale. The guy doesn't know anything about the engine since it was purchased from an auto junkyard, the only way he knew from a 2001 prelude is because he has the VIN with it. Here is the pic of it from the ad.



Is there anyway i can tell if its in good shape or runs? Could this be the JDM H23A since it has the blue/purple top? It also has holes drilled in the valvecover which doesn't look right. He is asking $800cnd but i am considering offering $500cnd if it looks decent. Its about 15 miles away so i may go look at it in a day or 2. Anything to look for? Any thoughts?

BTW my plan is to have a shop install it into my 99 integra via H2B swap.
