intake manifold

wit just a i/h/e setup will you benefit substantially from an aftermarket intake mani. or also a 68mm throttle body. is it worth the cost

Yes...with your I/H/E you should yield some more power with a larger TB & aftermarket intake manifold.

will i get more gain from cams rather then a tb and intake mani. and as for "REAL" tuning. i am planning on buyin a chipped p28 so in your opinion do i need to tune that even more

A throttle body won't increase your HP much, but will increase throttle response quite a bit.

you have to think of your engine as an air pump, it uses gas to move air from one place to another through you intake, into your cylinders, out your exhaust, the more air it can take in/move, the more power it will make.

a chip doesnt do anything. do not buy a p28 and not have a tuner hook up his laptop and physically make changes.

depends on the cam. Throttle body "can" make a difference.

dont buy a p28? i thought you can chip those and get quite a bit of power gain. do you mean its better to just tune my p13
