OIL IN COOLANT

I had the cylinder head rebuilt on my '95 SI 2.3. New top end gaskets, timing belts and water pump. Now a couple of months later I'm getting engine oil in the cooling system. No overheating issues. Maybe the oil cooler? It has been suggested that I re-torque the head, but I have a gut feeling that isn't the answer. Any ideas out there?
