Overheating problem

My girlfriend has a 95 prelude and we have been having some troubles with it since getting the timing belt changed. The guy that did the timing belt was an idiot and we had to fix a bunch of things he didn't do right. The car mostly starts overheating while at idle and then will go back to normal after a few minutes. It may then go back to overheating or it may not its kind of random. I was thinking that maybe the gauge was just off since often times it would change back and forth quickly, but it smells hot when it does it so it's obviously hot. After reading a bunch on Prelude heating problems my dad and I changed the Thermostat but it still does it. The fan does work as I can make it come on with the AC. However I read that it is supposed to come on at 1/2 temp on the guage and it isn't doing that. I'm thinking maybe a sensor or fan switch? Any ideas? I don't want to just keep buying different parts and trying them to find out that wasn't it.
