1988 Si turn and hazard signals just recently stopped working without warning. I got some troubleshooting sheets from the local Honda dealership and everything points to the flasher having 'gone bad'. However, I'm not yet convinced..

On the flasher unit itself, it says 12.8 volts. So does that mean 12.8 is the absolute required voltage to make this relay switch work? Because I'm only measuring about 11.5V getting to the relay itself (from what I remember).

What does the '12.8V' stamped on the flasher really mean?
Would the lack of 1.3V be enough to not engage the relay switch?
Would a reading of 11.5V this far down a circuit be normal? Or is there unwanted resistance somewhere in there??

^ I've just started learning about electronic theory (thanks to this car..)

The flasher for this car is $130 here in this Canada - something I'm not planning to spend..
