Tuning question for upgrades

.. my friend was trying to tell me that in order for upgrades to work properly (i.e installing a turbo charger) you need to get the car tuned once the part is installed for it to work correctly.
True/False??? =/

Tune on OBD1 it's the easiest.

Not everybody has the option to go OBD1 due to inspection. So an option would be emanage ultimate or an apexi unit.




But yes, a tune is required.

isnt it pretty much illegal to go turbo also if you cannot do obd2 to obd1 swap?
