Loss of power at part throttle?

So I recently fixed the A/C on my 93 Vtec, and it now finally blows cold. I noticed that when I don't use the A/C if I'm at part throttle, like just keeping the car at 45-50mph it sputters and cackles like its running really really rich. As soon as I push past that 1/8th or so of throttle it regains power and moves just fine. It doesn't happen with the A/C on at all, but as soon as I turn it off it does. Also it doesn't always have the problem. Usually after I beat on it a bit it'll do it. I've heard that it could be an O2 sensor or the TPS. My master tech friend thinks it could be an ignition thing and suggested I check the plugs/wires/cap/rotor.

I would greatly appreciate any input

cliffs:
-car sputters/loss of power at part throttle in 3-5th gear
-push past part throttle and its fine
-Could be TPS/O2/Ignition system

I was going to start with that and the TPS, especially since I already changed the plugs like two weeks ago.
