Icon9 4th Gen A/C Help!!!

Ok so i was charging my a/c and noticed that didn't get cold then noticed that the clutch wasn't moving nor did the A/C light turn on. I have searched all over google, yahoo, ask.com etc. and nothing I see blogs with the same question but when i click all i see is the question but NO answers.

Problem: my A/C clutch won't kick in. Also the A/C light in the Climate Control area won't turn on. my old man says its the compressor but it runs $200+ at my work even with my discount it would still be like $195+. I saw online and saw a few basic tips to see if i could fix it my self. So i disconnected the connections then connected again and nothing tapped the clutch nothing. I tried to see if their was a fuse and couldn't figure it out. Looked online and their wasn't any clear ideas on which fuse controlled the A/C so i checked all of them and nothing. At this point im going to blow a fuse . I want to fix it but i'm not one to splash alot of money and see if it works.
Notes: Compressor's pulley spins with the belt. Connections are all fine no issues their.
Question: Are their any relays on the car that control the A/C? if so which one would it be under?
Could it be the clutch?
Or is it my worst fears and its the 200+ compressor.
Car info: 96 Prelude S 186K Miles F22a1 Automatic
If all fails i just take it to my mechanic so that he can see if the compressor is the issue.

A/C systems are pretty caveman dude. With A/C systems when the system is off the pulley on the compressor will spin freely. When it's turned on the clutch engages and cycles the refrigerant. If your blower motor still works fine, and the pulley spins freely. check to see if you can turn the compressor by hand with the engine off. if that turns ok, then only thing i can think is the fuse for the A/C circuit is popped. you've got fuse blocks on the lower left hand kickpanel inside the car, and one in the upper left hand corner of the engine bay. underneath the covers is a diagram showing which circuit each fuse is assigned to. see where that gets ya, and hope it helps point ya in the right direction.

Well after looking in to it turns out to be that the compressor is out. Found one in a junk yard for a fraction of what we sell if for. Im gonna get it installed with my mechanic. And call it a day.
