Icon5 New HID's are going to get me pulled over

So i'm buying parts off of my buddy's uncle because he is leaving the states in Feb. and isn't taking the car with him. (It's a '95 Civic Dx, just like mine) This past weekend i got 2 gauge clusters, a brand new set of JDM fog lights w/ harness, and a set of HID lights that he only had on his car once for $60. I have them all wired up. Turn them on && they work. They are bright as ****. I make stop signs look pink. I went to turn them on high beams, they cut off. I think they are stuck on high beams but it says low according to my switch. When i switch it to high beams, they cut off. I've raped google for an hour now and can't seem to find my exact issue. Can anyone enlighten me? I'll be doing a small thread soon after i get my JDM fenders, my drop, and some new rims. Thanks.
Here is the only pic i have at the moment uploaded to my computer.

those aren't "bright"- there's just a metric FUK-ton of glare!! have fun getting flashed by almost everyone, unless you point them downwards, which reduces your own visibility....

x2, HID's in headlights not designed for them, end up blinding EVERYONE around you. Get projectors.

Check to see what sort of HID bulb you have,

Depending on the ones your bought, You can have xenon Main beam only, Xenon Main beam/Halogen High beam, Or a Bi-xenon where you have a Main xenon bulb and an electromagnet changes the angle of the bulb to give a 'high beam' effect.
