Low compression on a rebuild

Ok so I have a 95 lude and I had a burnt valve on the #1 cylinder I rebuilt the head and now I'm only getting 40% compression on the #4 cylinder, I was told it was because the rockers weren't put back in the same order and the valve is probably stuck.... Any input/ideas on it?

If you didn't adjust the rockers before you put the valve cover on, and you didn't keep them in the original order, than that would be a good place to start. Don't just drive around or you'll burn another valve
