First Gear Problem

I searched around first to see if anything relating to this has been covered, but haven't really found anything that has been specific to my question.
So the first gear in my car is extremely short. Im talking like at a redline I will be pushing 15-18 mph at most... The gear ratios should by higher to like 40 mph at least. And Ive also noticed that my engine gets really loud and after I get to about 15 mph, my engine gets louder and doesnt pull the car anymore, but once I get into second gear my car seems to be fine. Or at least better than the first gear.
So my question is if anyone has had this problem before, what did you do to fix this? My best guess is that either my headers are cracked or there isnt a complete seal from my manifolds. I have ceramic DC headers and havent had a problem until about last year. The headers are a few years old. Maybe time for some new ones
But I want to hear some feedback first before I go drop all that money into my car and have it not be the problem.

we need more info man. manual or 5 spd? hows the fluid level? and just some info, im around 30~ at redline in my first gear, no way youre hitting 40 AT LEAST. and we only have 1 header

Sorry since I'm new I should have clarified better. I have a 5thgen manual. And my fluid levels are good, and I've looked at my headers but havent seen any signs of cracking, but its hard to tell because i cant see underneath without a lift.
And i guess 40 mph was a little high, but ive read that the preludes should be able to get up to 35 in first gear.
I just dont think its normal for it to be topping off at 15 while redlining. I can't keep up with my friend's Chevy Cobalt off the line... Thats embarassing

what's the model number on the trans. almost sounds like someone put an h23 trans in there.

How would I check to see if someone did a tranny swap on the car? And is that how the h23 drives?
I was searching around and read that it could also be my clutch just slipping real bad. Now I'm starting to feel that's what it is. It's prob time for a new one anyway.

upgrade the clutch and flywheel. do the clutch master cylinder and throwout bearing while you're at it! OEM parts for the last two only man. clutches and flywheels are personal preference IMO.
