adjusting nut on manual tensioner????

Okay so its been a couple months since I got my lude back on the road. I did the manual tensioner swap, now here's my problem. It seems to me that my timing belt is slipping, I have a brand new timing belt but it feels off by a tooth but it runs good no hiccups or anything. My question is.......how tight do I tighten the adjusting nut for the manual tensioner????

Hope to help out on that ,the adjustment should be such that twisting of the belt deflection is about half a turn,the belt should be tight at the top timing gear and tight at the water pump and crank gear.

So let me get this right..... when facing the timing belt, the only side that should a little bit of play would be on the exhaust side of the motor?
