Insufficient EGR Flow ?

Does anyone know what the most common cause of OBD logging Insufficient EGR Flow on a 1998 2.2L VTEC (H-22) 'Lude ? Is it most frequently a carbon-clogged EGR valve, or a faulty or dirty flow sensor ? Any experience with this problem is welcome !

I cleaned mine, and it still threw the code, the sensor was bad on mine.

on the accord I had to clean the egr ports...maybe you should try this

if the valve isnt straight up and down it will clog.
