1988 honda prelude s starting issues

I just picked up an 88 honda prelude s 2.0 sohc carb. Vehicle does not start. I have fuel pressure and i have spark. if you spray carb cleaner up in the carbs you can get it to fire up and run until the carb cleaner burns up. i know its not the fuel pump b/c we've tested it and it works just fine. i don't know what is the deal with this... have adjusted the throttle cable as well as checked to make sure we are getting pressure up past the fuel filter into the carb. as far as that nothing. The only way we can get it to run is spraying carb cleaner into the carbs. I was told that these were rebuilt carbs from california... Am i missing something? if you have any idea what could be causing this please give me any suggestions! i'm not very familiar with carbureted things...
