oil filter leak, but not really

i have a small leak, after thinking it was oil pressure switch, i found out it is this band looking thing near my oil filter, can anyone tell me what this is and how to fix it. it looks pretty complicated and i really dont want to go to the dealership and be charged my head and torso its not the silver part its the black part, thanx in advance guys
