Does this make any sense?

So i am in the process of buying a 98 prelude. the guy was going to smog the car but he replaced the battery before that. according to one his mechanics, because of the battery change, some memory on some chip in the car got erased and its out of sync or something, bacuase of which the smog will not pass before the car is driven for a little while. this seemed kind of odd to me since i have never heard of this before. he said its like this for preludes after 97.
does this make any sense at all? i know little about preludes so any insight would be greatly appreciated.

^ X 2 If the ECU had a code yes it would be erased but that would not make it fail any emissions test.

do what i originally said. take it to your own mechanic or walk away and keep looking for a lude.

The ECU can get reset, but it will go back to what it was set at (more like a momentary shut down), either that or make it's own settings according to your driving style. It should have NOTHING to do with failed emissions. Just tell the guy that since it is in the state it's in you expect to pay $1,000 less, then take it home and if your really worried about it, just reset the ECU, and your golden. And besides - let's face it, if the guy think that the ECU being reset will make it fail emissions....you should be able to drop the price a good chunk of cash!!

does this guy just mean the ecm's diagnostic and self checks won't show a status of complete? is that what this is about?

ok UPDATE. i showed the car to my mechanic and carfaxed...everything seemed to be legit that mech was probably a moron or did not explain it right to me. so i purchased it. will be posting up some pics soon.

I've never owned an OBD2 car but from what I understand this is correct. The ECU stores data about emissions and what not that they check during inspection, if the ECU's been reset this data is lost until the car is driven for a couple days.
