bumper repair?

I was wondering if anyone would be able to offer repair advice since I don't have the money to buy a new bumper at the moment. The things that hold the bottom lip up are disconnected from the top part but still connected to the bottom part. this is the best pic I could get until I can actually take pics. I'll try to post some tomorrow. This is not my car, just one I found on google for lack of my own pics.

Will accept any input. My fog lights are also busted out because of what happened. I plan to use the same method to fix the holes for the fox lights also. The holes that hold on the bumper are also busted open on the sides under the head lights.

The local shop here in our place just done the repair on my prelude 01 and I'd only charged $100 which including the paint and the labor cost. However, you can also check out for available auto repair manuals and do it on your own in order to save money. It'd be easier to scuff up the whole bumper and get that section fixed, then reclear the whole bumper so it all matches up. You don't want to have a fresh spot of clear and the rest of the bumper look a little faded.
