Need advice reconditioning 4th Gen Si Rims to like new if possible

..To like new IF possible..

The condition of all 4 rims are similar to the one pictured above. They are pretty trashed from previous owners, but at night from about 30feet they still look good somehow. They dont clean up any better than this. Its pretty sad.

I want to recondition them so they look as close to new as i can get them without spending a bunch of dough. Is it doable? Any advice would be much appreciated.
