every single car, every make, every manufacturer, every model, every engine, 96 and newer are OBD2.
redline doesn't have anything to do with it.

i have a 93 so i probably have an obd1 but it had a jdm h22 swap b4 i bought it and it redlines at 68. everyone told me it is the wrong ecu because of that reason. so is there another reason for redlining at 68 or its just the obd2 that does not effect the redline? Ebay ecu, good/bad?

is vtec working for you?
if it isn't, you prolly still have the H23 ecu hooked up.
ebay ecu.... very bad idea.

i believe the vtec kicks in at 55. i have looked at the ecu but could not find any model # on it. i just found out today that the model # is on the side and inside on a connector so i am going to look at it later. i would need the obd1 p13 right?

yes, a p13 is the correct ecu for an H22.
there should be a tag on the front or sides of the ecu w/ a serial number or something, and "pXX" should be in the number somewhere.
