i've been asked this by several people in the past, so i thought i'd post it here for everyone.
when/if your headlights get this haze over it, that's oxidation. they look nasty, and actually reduce your overall light output. all you need is a couple of minutes and a bottle of mothers plastic polish to restore that shiny new look. since the headlights on my wife's accord needed polishing, i took a few pictures to show the difference of before and after while i was at it this morning. the plastic polish looks like this:
