92 Prelude Euro R F20B(SiR) Running Rich

Okay so before I start to explain this 1992 Prelude was a H23 swapped to a F20B DOHC. The following fuel related parts were retained and used to put the swap together;
H23 Upper Throttle Body, Fuel Rail, EGR
I am running H22 resistor box type injectors, OBD1 P28 chipped ecu by Phareable on a custom basemap (o2 in openloop), highflow flowmaster cat, and H22 FPR.

The car runs extremely rich, black smoke and horrible odor defiantly non-burnt fuel. I have changed spark plugs, igniters, ICM. Car idles and drives fine just is extremely rich and gets horrible gas mileage. Sometimes it will bog down sitting at a long line somewhere like the plugs are being flooded with gas, but can usually rev it to get all out. Any suggestions? Will a VAFC help?
