Not sure but it could be a problem with the cable itself, might need replacement.

Its similar to my ol 84 Lude, with the E Brake cable it was there but did not work seized up or something like that because I set the brake and it seemed to hold, but when I came back outside I thought somebody stole my car, but no I couldn't be that lucky it rolled out of the driveway across the street and hit my neighbor's parked truck on the side of the road.

So not only did I have to replace the $180 E brake cable I had to get my neighbor's truck repaired, good thing it was only the bumper, my Lude wasn't so lucky the whole driver's side rear quarter panel rear bumper ol man that sucked so bad.

So I think maybe it might be your shift linkage cable.

You can try to unhook that cable from the transmission side and tie a string rope from your hood to hold that thing up and drip some type of grease/ lube/ oil down under the rubber boot and let it sit for a while and let gravity do its job. I would say keep coming back every couple of hours and add some oil/ lube then let it sit overnight and hook it back up the next day and see if you can work it loose again. I hope that will do the trick for you.
