thats completely up to you!

Replacing the cat can be a pain if you have emissions to pass, and you gotta make sure the cat is for obdII for your car. A high flow cat is better, but the gain is minimal for the money spent, I wouldn't say any higher than 2 hp if youre like incredibly lucky.

Resonator is for the sound, some people like it some don't its a personal opinion.

Making a cat back, I would make sure the tubes are mandrel bent instead of crush bent tubing, if you can weld its a great alternative, if not ask some shops how much they'll charge, it might not be worth the hassle of piecing one together if theyre going to charge so much that its about the same cost

Why do you want 3" piping? Unless you're boosting or building a mad N/A set-up, 2.5" will suffice. Tsudo makes a decent exhaust for a little over $200 but it's pretty loud.
Get a high flow cat anyway. Being almost 11 years old, the stock one has paid it's dues. Magnaflow and Carsound make good ones for a good price.
As far as other exhausts, it's a matter of preference depending on what sound you want. I'm personally getting custom pipe, 22" resonator, high flow cat, and N1 muffler. If you want to be more quiet, the World Sport 2 and ExMag are good choices. For a more aggressive tone, the SP2 or Evo2 sound pretty good.
