Revs not falling when shifting. Hanging needle.

So I am having an issue with the revs hanging when driving. The revs do not drop as I would expect as I clutch in to shift. They stay up for a second and then they drop quite slow. This causes me to not be able to shift quickly and smoothly. Also, I have noticed something else. When I clutch in, the rpm needle will actually raise before going back down. I am definitely allowing my foot to come off the accelerator completely. This makes the car almost not enjoyable to drive. Is there anyone that has dealt with this problem?
