Need advice! Fair price or not?

Been looking to buy a 5th gen prelude SE (i live in canada) for some time now and found one that has no rust at all no dents or scratches in the paint and the car is just overall amazing but when i tested the compression on the engine it was very low. That being said the car is priced at 5500$ CA and taxes would be about 500$ CA and then if worst case scenario we have to swap in a new h22 it would add about 1000$ CA so overall it would cost 7000$ CA. Also he has a set of rims on there and an exhaust but is also including original exhaust and rims. What are your thoughts?

do you really want to buy a car which is going to need engine rebuild soon...?

see, that the "new" engine needs some attention as well, they might been sit in some warehouse for years and all the seals are gone

I just picked up a bone stock 2001 base 5spd w/ 192k for $2500 in Nevada. Talk him down or keep looking.
