Front fog lights installation to Euro Prelude VTi-S + oil filter question

Hello. I have a European 1998 prelude vti-s atts and I would like to install front fog lights to it. The switch panel looks like this:

The fog light switch at the left is for the rear fog light (it's required to have it by the Finnish law). So, if I want to install front fog lights I need to install a USDM front fog light switch to the blank spot at bottom left, right? It would look like this then:

What wires, relays, connectors. etc I need to buy and install? They sell those kits in ebay that come with some wires, connectors, relays and JDM switch, but they are just for usa preludes right? And can I use the USDM+EDM fog light switches together without needing to delete some of the other switches?

If there are any European 'lude owners who have installed front fog lights I would really appreciate your help!

Another question is about this oil filter removal tool:

So, is it possible to remove h22 oil filter with this tool or does the intake manifold block the access to the filter?

Sorry for my bad English grammar and thanks in advance!

honda already ran half of the wiring you need. do some searching and you can find that wire.. as for the filter why would you need to take off the intake mani?

?? I'm not going to take off the intake manifold... I just wanted to know if its possible to use this tool to remove the oil filter. As you know, the intake manifold is very close to the oil filter and therefore might block this tool's access to the oil filter.

You can remove the filter with that tool. there is enough space there. For your English grammer, it is perfect, could understand what you where asking in the first post :)
