low fuel pressure, ecm issue

The car is a 97 with a h23 swap. I bought the car with it not getting spark. after a few hours of trouble shooting I swapped out the ecm (the car came with another ecm, immobilizer, and ignition switch).

The car started for a few seconds then died.

so this is what ive figured out. the ecm that was in the car when i got it does NOT send spark but does send fuel the fuel pressure is around 60 psi. the other ecm sends spark but the fuel pressure is to low. it builds pressure but not enough to pulse the injectors. the fuel pump even kicks out after trying to start it for a few seconds. The fuel pump is even noticeably quieter. Do i have 2 bad ecms or is there something i dont know?

I would check to see if you have any codes in the ECM, if not I would try another one I just hope your not buying them and loosing out on the money.
