Why am I running rich?

I've been getting crappy gas mileage, and just noticed that there is a bunch of soot on my muffler and rear bumper. I don't really get a strong gasoline smell, but every once an a while I'll notice a moderate gasoline smell.

My car is a '99 base and I've only noticed this recently. Here's what I've done recently, a few weeks before noticing this problem.

-new Magnaflow cat (CA CARB legal)
-new catback system
-CAI (removed intake control solenoid valve)
-new NTK O2 sensor (upstream)
-new NGK spark plugs (yes, they're the right ones for my car with correct gap)
-new cap (got new rotor too, but it's not installed yet)
-Also tested spark plug wires. (didn't replace because they're well within spec)

Before I installed the CAT & O2 sensor, my CEL was on but its not now, and hasn't been since I installed CAT/O2. The Downstream O2 sensor has been on my car for at least 4 years (since I bought the car) and who knows how long before that, but like I said, no CEL. Also, from what I've heard, the Downstream one doesn't really do much as far as controlling things, just to monitor, yeah? Maybe it's been running rich all this time and now that I put on a less restrictive catback system, that soot is making its way out the tailpipe? Notice all the black specks on the stainless muffler (pic below) Also you can see the black on my finger which was from just running my finger across the rear bumper. The car was dusty (stupid gravel driveway) but normally it would be a tan/brown color, now it's black.

I'm going to try and clean the EGR valve. Any other advice, suggestions? Thanks.

H22's normally produce alot of soot and carbon out of the exhaust. My car's gas milage is right where is should be and I get tons of soot on my bumper and exhaust tip, though i do have 264k on my motor and burn a ton of oil. Whenever you get to the bottom of your poor gas milage, you will most likely still see soot on your bumper and exhaust tip. Don't worry about that.

I will be following this thread, as I too noticed I get terrible gas mileage since last week. 210 miles on the clock since fill up and my light is just miles from coming on.

Recently, I've consistently been getting ~220 miles to a tank... so whatever that works out to be. I use only premium gas (usually shell vpower). I typically shift between 2500 - 3500 RPM and it probably averages out close to right in the middle at 3.

I've seen other people on various forums getting 300+ miles to a tank. I wouldn't get that if I drove it like a granny.

I figured you guys are putting in 14 gallons.
Divide 200 or 210 by 14 and you get your mpg.

Now, how much city driving are we talking? City driving when these cars were new was like 16 or so. Highway was rated at about 25. Speed limits were generally 55 back then.

Describe your driving habits besides the shift at 25-3500...which is a good shift point for mpg.
I shift between 3000 and 4000 in the city. Gets a little more momentum between gears so I don't have to push the accelerator as hard for the next gear.
How hard do you push the accelerator?
Having to shift (at 3000) in about 5-6 turns of the wheels, first to second is hard acceleration. Pretending your best friend Mr. Egg is between the floor and the pedal is light accelaration...
