Aiming Depo oem style headlights

How do i aim my beams? I've tried turning the screws and my beam hasn't changed at all, they're aimed right at the ground . The top screws are pretty tight, and id hate to break them. I figure i'll ask you guys to make sure I didn't get a bad unit. I just got these in a few days ago, and it sucks that i cant drive at night

top one controls left - right
bottom controls up - down

or visaversa. undo the screw and adjust, then tighten

So take off the screw itself and turn (for the top)

And take off the bolt itself and turn?( for the bottom)

Bottom line is the screw has to be off because that's what holds the setting correct? I've been thinking it's the screw itself that adjusts it for some reason >.<

yeah or just loosen it enough to turn

SIDENOTE: Do not get over zealous with adjusting the lamps. Those assemblies are one and done. Twice tops. Had a set for another vehicle just disintegrate on me when it was aimed too high.
