TPRJIM is on a distinguished road

New member here. My'98 Base just lost its' second crank pulley. The bolt was loc-tited and work was done by a good mechanic but... My other issue-which might be related to the first- is a noise eminating from the driver side front of the engine bay. It only occurs occasionally and only on starting from a stop. My wife feels a vibration in the passenger side floorboard. The sound is a rotational low pitched screech. I can't find any polished ares of wear anywhere(including upon the crank pulley). Any help-please!!
