99 SH Prelude Cluster problem.....help if you can?

So for starter I am somewhat of a newbie here but no where close to a newbie with cars. I have a 99 SH Prelude when I bought her it had blown a rod and major rod knock (which is why i got her so cheap $850) when i turned her over all the lights would turn on/off like normal except the oil and cel of course but once i got her rebuilt the ATTS light stayed on. Mechanic said he replaced the ATTS fluid that leaked during the rebuild with ATF fluid, im sure it wasn't honda ATF fluid. So I ignored it for now since I had to drive about 6hrs back to AZ to get her smogged and registered. The day after I get there I take off the cluster because previous owner installed white indigo lights that no longer worked, and decided to unscrew the ATTS light so it wouldn't mess with me for now (I tried clearing it with everything on the forums but nothin), that was about 2 moths ago and I just got around to putting it back on, and now it won't turn on at all. Checked the bulb and didn't look like its blown but i'm not sure, it said Toshiba V2 on the back, the ATTS light was the only one affected so not sure not sure if its just the bulb since a short would've affected the entire cluster. Question is do I need to replace the bulb ? I'm gonna be driving it as is for a few days see if for whatever miracle it turn's on again lol. I know I wanted the light to stay off but not like this and since the ATTS wont work if the light is on it must be going ape **** if there's a problem with the ATTS lol I was going to have another go at resetting the ATTS light since I noticed the wheel isn't perfectly straight, it's off maybe a 1/4' to the left maybe more, and I was gonna replace the fluid with genuine Honda fluid but I need to get the light situated before I proceed with anything and kinda broke at the moment anyway so thought id try my luck with you guys. Sorry for the long post or if its in the wrong page, wanted to get all the details as possible to minimize the questions. Oh and as of now the only CEL code im getting is P0420 which i replaced the o2 sensors but keeps giving me a light every 30 miles or so, but can't fix the cat since i'm broke and doesn't affect me much cuz I keep clearing the code, and If you guys have any input on that cel code or have experience with it feel free to respond, any input will help thanks for looking guys.

If you're not sure if the bulb is working, replace it with a different bulb in the cluster and try it. The ATTS light should flash once when you are starting the car. If you don't see it flash then the bulb is broken or you have some other problem.

Yea I just got a new one in today and its back to normal but now I cant reset the ATTS light, it stays on like before. Once I get some cash Ill get the fluid replaced with genuine Honda fluid, see if that does the trick.

Your atts light is probably staying on due to a non operating sensor.

Go to the diy section, grab a pdf service manual and read about the atts.

Could be as simple as cleaning one of the sensors or it could be something broken.
If the lamp is on it will not function. Therefore you have no need to think it may suddenly grab a wheel and spin you or that sorta thing. And it's not why your steering wheel is off.

Many people remove the pesky lamp and be done with it.

The second 02 sensor behind the cat sometimes convinces the ecu the cat is bad and sends a code saying so. But many times its a faulty sensor, not bad cat. If your car is running ok just put up with the cel until you can get another sensor.

Check out hondapartsnow.com.
Find your sensor part # there, type part # in the search bar and a list of honda cars said part fits appears.
Then at the same site, go to acura cars and type in that part # in the search bar.
Note all the cars the part fits, go to a junkyard and shop away.

Thanks for the info bykfixer, ill definitely look into those sites. As far as the manuals go, I have tried many times trying to clear it following step by step but no luck. I'm sure I'm doing it wrong but can't find a step by step video showing it so for now ill just run it until I get money to replace the fluid, but ill check the sensors next chance I get. And for the cel I was thinking about this Angled O2 Simulator, Angled O2 Simulator clears p0420 / p0430 check engine light, since I'm gonna need it anyway when I get a High-Flow Cat.
