Running rich at Idle and WOT

Lately I've been getting code 45 running too rich, it comes and goes without me resetting the ECU. My A/F gauge shows I'm running rich at idle and WOT but when cruising/driving normal it's not rich. I'm not getting any other cel's.
New o2 sensor, new spark plugs/wires, cap and rotor, fuel filter.
I've ran a bottle of seafoam through the tank didn't help, tested the fuel injectors and all are good, no leaking fuel, 93 octane all the time.
I rented a fuel pressure tester but it didn't have the adapter to our fuel rails so I'm going to return it for another one tomorrow or Thursday so until then I can't see if it's my fuel pressure regulator.
I can't find much online other then people saying its a o2 sensor or people running rich due to a badly tuned ecu. I'm going to pull my spark plugs tonight to see how they look.
The car runs fine no issues, no black stuff on the bumper and my gas mileage is the same as always. Any help is appreciated.

Clear the codes out -- just because they're not constant doesn't necessarily mean the reappearance isn't due to retention in memory. Running a bit rich at idle isn't unusual, and I believe it's normal at WOT, so you may be in good shape.

My shyt runs rich too, at idle u can kinda smell it running a bit rich, some ppl even notice it but I'm like yea it's a prelude they run rich from the factory. At w.o.t. It's a different ball game lol. Like u said when cruising the car is fine which is normal.

I've cleared the codes many times and it still comes back. It will pop up one day stay on for a week or two then go away for a few days to a week then pop up again.
I know our cars are suppose to run rich at wot, especially in vtec but if I'm getting a constant CEL for it and running really rich at idle is that still considered normal?

Have you tried troubleshooting/replacing the fuel pressure regulator?

I'm renting the fuel pressure tester tomorrow. In the Helms manual there's a way to test the regulator with the pressure tester so I'll know by tomorrow night. Hopefully it's the regulator sticking open as that's a easy fix.

Read the service manual and see how the car alters the fuelling. It could be that your car constantly enriching through faulty coolant temp sensor, IAT, MAP sensor etc....

Wouldn't I throw a code if one of those were bad?
Well I rented the fuel pressure tester and yet again didn't have the adapter I need for the fuel rail. Tried 2 other store and none had it. Thinking of just swapping out the regulator from my spare H22 to see if that does it. If not I may have to buy the adapter online or somewhere and rent the tester again.

How's your egr? Clean? But I suppose that would affect all rpm's. But if it's not functioning due to build up it could be telling the computer 'still need extra fuel please'.

Years ago my 84 t-bird when de-celerating would idle real clumsy like... in that it acted like a miss was occuring. We put a golf tee in the vacuum line and the problem was solved. It was not closing all the way due to carbon and was causing a rich condition.
Back then a new egr was more than a set of tires, so it was egr-less for a while.

You using 'good' gas? As in shell, bp etc, not the goose or the other discount kinds. Could contribute to build up is all I'm saying there in that the brand name stuff sold by owners with a conscience burns cleaner due to the additives. Some shady folks sell the brand name but cut back on the additives. You get more miles per tank full when you use the kind with proper amounts of the additives.

I fuel where the owner has a repair shop when possible. Watch for blue haired ladies at the pump. They go to places where the owner is cool. Old people know where the good gas is... and aint.

Never cleaned my EGR but something that I wouldn't mind doing. I already have the gasket. I've always put Exxon 91 octane all the time.
I really need to find a fuel pressure tester so I can test the regulator and make sure its that rather then a guessing game.
