What does the pipe underlined in red do? Should I replace it or is there a good way of cleaning it?

It looks to me like that line is rotten (long -u shaped power steering line can easily be fabbed with 3/8" steel tubing, a pipe bender and a flare tool kit....or just go buy one.

Power steering cooler.

If you live in a colder environment, and don't stand in a parking lot turning your wheels from side to side it's safe to just remove all together, just loop it back.

clean it, and if it was rotten it would be leaking, or already leaked out your fluid..... i believe its metal... so a wirebrush would work good

You could remove yours and have it sandblasted, then repaint it silver, or you can buy a new one.

My powersteering cooler was removed from before I bought it, and I never had a problem.
