Engine/VTEC trouble

So i have a 5th gen and it has treated me great(no real severe/expensive issues). and let me give you some back ground info. no problems except the exhaust fell off from some severe rust on the mounting brackets. So with that in mind, we got some "custom" replacement. What the replacement is, is just some 2 inch piping bent and welded to fit my car with a generic muffler and cat. The internals of the cat shattered about two months ago. i can tell because i can hear the pieces rattling around inside of the system while its running. this isnt the initial issue. The issue is that two days ago from today.. my my car has gotten dangerously slow. the revs are high and the acceleration is LOW. when VTEC "engages" it gets rrreeaallly slow. So vtec right now is absolutely counter productive. i think if it got any slower id be going in reverse. So in detail this is all whats happening/going on or whatever.
When i start the car and inspect the engine/exhaust, what i have observed so far is that there is no visual damage/obstructions. The only observable difference with the car in park is that it is way quieter than before, (so quiet in the rear that the engine noise from the front is way louder than the actual exhaust) and there is barely any pressure coming out of the muffler tip. its hard to explain how low of pressure is coming out, theres almost no exhaust coming out.
Now, when im driving..
at all rpms the car is obviously not functioning correctly. when i am (attempting) to accelerate, the car is REALLY loud and when im holding a constant speed or not pressing the throttle, the motor noise is almost none on the inside of the car. when i try to go fast or whatever you would like to call in, it doesnt do anything, it just revs and bogs up. rpms go high speedo goes up very slow. Dangerously slow, so slow that its hard to get onto the interstate or build up to speed limits over 50.
my theory..
i think that the internal components from the "custom" cat have plugged up my exhasut somme how and have caused a drastic increase in back-pressure causing all of this. but if that were the case, my car should be running hot, which it isn't. i think this because the rattling i mentioned has come to an end the same time she got sick. so if anyone knows what to do or have any advice before i just bring it to a shop to be taken apart.. it would be much appreciated. and here is all of the info on my car.
1998 Honda Prelude 2.2L H22a automatic
Aftermarket intake (K&N CAI, ive checked the filter)
"Custom" Exhaust.. i say "custom" because it isnt performance aftermarket nor is it an brand or anything, its just some 2 in pipe fitted with cat resonator and muffler to fit my car. and its not stock
everything else is stock.. anything you know or can say, please do i need alot of help being that im in college and not many oppertunities to bring it to the shop. thank you to anyone in advance!
