Where should this ground go?

I think this ground should go to the cam cover? It's been hacked up as you can see so I'm not entirely sure. It can't reach anywhere else. It branches off the powersteering ground so I don't know if any issues would arise without it being grounded. Anyway, input appreciated! Thanks!

There use to be a small part that came out of the VC that put screw that ground onto but obviously it has been chopped off. Just clip that zip tie and ground it to either side of the wire (I think it only reaches one side)
