Help! CEL P0420,P1456 + CARB Legal cat

Hey PZ - warning: im a noob,
So my CEL came on a few days after I installed an aftermarket cat back exhaust and headers. I've ignored it for a few weeks thinking the rear o2 sensor was bad and needed to be replaced. Now that i've looked more into it, it seems that either the header or exhaust caused the cat to go bad. The guy that installed the header for me told me that I need to replace the cat with a performance one. Problem is that I live in CA and I can't have a high flow cat (I think). Is there any solution to this problem that im in. Someone somewhere said that they changed their header to a hytech and their p0420 code went away. Another person said that their p1456 went away after tightening the gas tank lid.
Sorry if this question sucks and the solution is easy. Im confused and only 16 and a when it comes to cars :/

Hows the car run? The p1456 is an emissions code replace the fuel cap and that should go away.

The car runs fine. I get some weird noise from the exhaust at higher rpm's but I think thats normal

A clogged cat won't let the engine rev high, I'd change the o2s... now that I think about it when I put headers on my camaro it ruined the o2s because of the coating that's on and in them from the factory.

I use Bosch, I have commercial discounts at the parts stores through work. I pay about 10% over there cost.
