Need Help with EGR Valve

I had a low idle and a check engine light code P1491 for EGR valve lift insufficient detected. I looked online and the first thing I found was cleaning the egr valve and plugs.

Here is where I need help, I took out the egr valve and cleaned it using carb cleaner. I put everything back together to see if it would fix the problem without changing the plugs. When I started the car it revs to 3k rpm and then drops to 2.4k rpm and then back up again. And it continues to drop and rise to 3k . I didnt want to leave the engine running for too long to find out if it just needed to be warmed up. Do you guys have any suggestions?

Any help would be greatly appreciated

it's in the book. that's the link to download it.

I figured out what was causing the high idle, the EGR gasket was not fitting right. As for the low idle and check engine light: for now both look to be fine after cleaning the egr valve. I'll see if that holds up after driving a little.

also I was getting an EGR cel but it wasn't my EGR valve, it was the solenoid.
just something to check out..

You should still clean your EGR ports because you might still get the code if the entire system isn't cleaned. And you'll get better mileage anyways

Take the plugs out and clean the ports! Mine were sooo clogged. After I cleaned them out the car actually felt a lot more responsive. The plugs are only a few cents at the Honda dealer. But a pain to remove
