Questions about turbocharging 5th gen

To start off, this is my first post and I'm new here. My names Ryan. Anyway I had some questions. So I live in good ol California and I have to deal with smog so I would have to get a smog legal turbo in order to pass smog or take it off before each time. Do you guys have any advice on how to get around this? Also my second question would be where could I get a turbo kit for a prelude? I don't want a extremely expensive one. I've seen some on eBay for 400 which I know are terrible but how about the ones for 1700$? Are those the same thing just with a higher price or are they actually higher quality? I'm only going to run 7 psi for now since my engine is stock.

Any help is appreciative

First of all. So, you wanna go turbo, huh?

Second of all you can just say a certain psi your going to run. you have to know your power goal, your budget, and your amount of time. SEARCH before you post.

Well thanks lol I'm new to turbos I don't really know to much about them. I'm just trying to get the most out my stock engine while still running a safe amount of psi. I'm looking to spend about 3 to 3.5
