Icon13 Fresh JDM H22a wont go over 3500

So I think my lude is in some type of limp mode. I bought a jdm h22a from JDM engine depot, it came with a rhd harness so i swapped my existing harness onto the motor. I also did the Crank Position Sensor swap along with the oil pump and all that so i recieved spark. Now my problem is i still cant go over 3500rpm. A friend of mine had this problem on his lsvtec, and it ended up being knock sensor, yet my sensor is not giving me any issues. Any chance that its literally just in need of a tune?? The car will start on both p13 and p14 ecu, will start then suddenly die on stock h22a4 ecu i think its a pm1? And i also have a chipped p28 that i ran on my old motor, however my car will not even start with this ecu. I feel its in limp mode cause it even struggles up to 3500, it feels like someone is holding me back or im pulling a shute behind the car. Problem is i cant read the obd1 computer with my scan tool even though im using a jumper harness it still wont read. And my car wont run on stock ecu so its not like i can use that to read data. However if i do plug in stock ecu only cel i have is for stupid 02 sensors. Anyone have any ideas?

like i said tho its a fresh motor never run as lhd or in america before...any chance its nothing but a tune?my luck no but i hope so

no i was told i could either swap distributors and have it wired to my ecu OR do the crank sensor swap so i did the sensor swap. I know someone who did the same swap and continued to use same distributor, i did everything same as him.
