Car wont decelerate..

so im completely stumped.. ive searched and searched and i cant find anything.. when im driving and i let off the gas to either shift, or slow down, my RPM's drop very slow.. if i down shift to 2nd gear going 40 MPH my car barley slows down.. this makes driving very annoying. it also makes shifting difficult because my of my slow RPM drop. my car seems so slow down faster if my A/C is running which is weird. i have replaced and set my TPS, checked my throttle cable to see if its sticking, cleaned my IACV and TB. the same thing happened to my last car, a F22 93 accord and i couldn't fix it. im starting to think its my ECU. does anyone have any clues or has this happened to anyone else? thanks for any help.

EEHhh. well the ac is putting drag on the engine so it's pulling down the engine rpm's

No but seriously, use your brakes. Also, is the gas pedal sticking at all? What happens when you throw it in neutral while moving? Or just revving the car in neutral?

ive already checked the obvious like the cruise control and the throttle cable ect. if i rev the engine by hand the the RPMs still drop about twice as slow. I feel like its my TPS but i just replaced and set it, but when its unplugged the RPMs drop quicker between shifts, but still wont decelerate.

I would check the throttle cable again.

I mean press the gas pedal down with your hand and see if it comes back slowly or recoils normally.

but it will still do it when i rev the engine by hand.. i want to swap out a different ECU and see if it still does it.. i just cant believe im the only person out there who has this problem..

The ECU doesn't control anything related to decelerating.

Isolate the problem first before just throwing different parts at it.

There's 2 springs that help return the throttle body to the closed position; one attached to the gas pedal which pulls it back up, and one on the TB rotor that closes the TB.
Remove the throttle cable from the TB rotor, and manually open/close the TB by hand. Does it stick at all?

If it doesn't stick, than move onto the gas pedal. With it still disconnected from the TB, push the gas pedal down by hand. Does THAT stick at all? If it does, you've already eliminated the TB and narrowed it down to the gas pedal and/or throttle cable. So, remove teh throttle cable from the gas pedal, push pedal down by hand. Does it stick?....
