Your states emission standards

Basically just trying to see what state I want to eventually move to so I won't have to sweat the fuzz about my cars anymore. Post what your state's emission standards are and if you are able to swap whatever you want as far as motors go into your car or not.

California is nothing nice but I think the majority of that stems from looking for ways to make more money because the state is broke and has been in financial disaster now as long as I can remember.

I am going to quote a post from Honda-Tech written by DCFIVER because he pretty much lays it down for everyone to understand easily:

"First, your referee is wrong. They have NEVER been a legal swap in CA. But as long as they had all of the CA smog equipment connected refs would look the other way and pass em. However Refs were instructed to stop passing them. I am a smog technician. I have been telling people since last year their JDM engines will no longer be BAR'ed. An acquaintance of mine is a Referee AND a smog course instructor in Rio Hondo CC. He's on top the constant changes that occur in this industry.

This from the CARB website: Replacement Parts Guidelines - Aftermarket, Performance and Add-On Parts Regulations
Engine Changes:
Engine changes are legal as long as the following requirements are met to ensure that the change does not increase pollution from the vehicle:

* The engine must be the same year or newer than the vehicle.

* The engine must be from the same type of vehicle (passenger car, light-duty truck, heavy-duty truck, etc.) based on gross vehicle weight.

* If the vehicle is a California certified vehicle then the engine must also be a California certified engine.

* All emissions control equipment must remain on the installed engine.

* Vehicles converted to 100% electric drive, with all power supplied by on-board batteries are considered in compliance with the engine change requirements. All fuel system components must be removed prior to inspection. For additional information contact the ARB helpline at (800) 242-4450


Rule #3 applies. No JDM engines have now, nor ever been considered CA certified engines. That rule has been in effect for the better part of 10 years. The rules have not changed, they just have not been enforced."



In other words California is a b-i-t-c-h. I understand getting your car taken away if you are street racing but taking away our right to modify our cars is ridiculous. If you google "California car referee" you too can read about all the horror stories about people getting that evil white sticker on the back of their tickets sending them to the ref.


So whats the deal with your state? And please stick to the facts, I don't want to hear about what you think your emissions standards are.

Well P.A. is kind of confusing. Some counties you need your cat and all emissions stuff...but other counties you can have a test pipe or punched out cat and get away. Here you can usually find a shop to pass whatever you have, no cat, fuel injection to carb engine swap or whatever.......(With an added fee of course).

Here in Arizona you don have to pass any sort of inspection or smog in any county except maricopa which is where phx is. A buddy ofminebhas a supra and ha to keep it registered in north Carolina until he moved outside of maricopa county.

WI has the same thing as PA some counties need to take it and others don't depends on how populated the county is.

You must be a serious car guy if you want to move somewhere just so you won't have emission problems. I'm sure that in any state you can find a shady shop tho to pass stuff.

I'm not moving anytime soon and I'm going to be registering my car out of state so there is always a way around something if your willing to go far enough. As far as California emissions go you have no idea. They can ref your car or even impound it depending on what you have under the hood. I have seen guys get ref'd for nothing more then a CAI. This place is ridiculous. Personally I have never been ref'd but it makes me worry about just hanging out at a meet sometimes. Cops love to get guys at meets because it means multiple tickets at one time and he doesn't have to chase them all down at different times. Pop your hoods boys...

Yeah CA is literally the worst state to live in for laws. Emissions, gun control, EVERYTHING here is over regulated. Btw that video was very, very hard to watch even though it was just a civic

NYC lets a lot of pre 90's car slide as far as emissions. As long as cars pass emissions using the same method the unmodified car used, you're good. Engine swaps mean you need a receipt for that purchase, or it's Impounded. CEL = INSTANT FAIL. Salvageables need EVERY LITTLE receipt, because the car has the listed defects from the INS company sent to Albany. Has to go to inspection site, no if ands or buts. Engines bought out of NYS also need a receipt with a contact number. OBDII get away with murder. Ecu don't throw a code = pass. Cops give crazy fines for "equipment", anything to get you to pay a fine for using an unsafe vehicle. Any pull over situation = the moving violation plus equipment fines. Mess around, speeding 2-5 over the limit becomes a 1200.00 battle. NY don't play.

On the other hand, you can get infinite temporary inspection tags at ANY DMV. There are also shops that charge double for the fail emissions, but that gets expensive, inspections are annually. No CARB or PZEV, ZEV, or Nazifornia tomfoolery.

Delaware;

3 STATE RUN inspection stations throughout the entire state. The inspection stations are at the only 3 DMV locations, if you live in the southern end of the state, you're in for a fun day..


If you're obd2 - you need to remain obd2 or it's an automatic fail.
any CEL - automatic fail
Must have amber on the front and rear turn signals
Must have red on the brake lights
Cannot have tint on the front 2 windows or windshield (unless you have a pass)
obd1 cars get the sniff test, gas tank test, and some random engine temp test (been awhile, so idr exactly)
There is a DB limit for exhausts, I THINK it's 95, they normally don't check unless you're noticeably loud (passed with an evo2)
wheels cannot exceed past the outside of the wheel wells


They don't bother you for ride height
no engine bay checks
aftermarket parts are OK


Basically, no tint and pass the plug in test - you're good to go. Doesn't matter what motor you have, long as it was obd2 when the car itself was produced and they can still plug in for some kind of readout now without CEL's

DE residents do have a chance to get some pretty sweet license plates though 8) i'm sure some of you have seen how small/awesome mine and ogs' are lol

NC seems pretty lax in their inspection laws. NCDOT: Vehicle Emissions & Safety Inspection Emissions in 48 of our 100 counties. I do not live in one of those counties and my inspection consists of making sure my lights work at one shop and the other shop I hand them the registration and that's it. The mechanic i take my car too on the other hand does his inspections to the T. Just have to know where to go.

NEW MEXICO;

Rio Rancho = no emissions testing, and no requirement for a front license plate anywhere in NM
Albuquerque = smog control, that's about it.

Looks like Cali peeps need to befriend people from:

Texas
Oklahoma
Florida
Colorado
Michigan

Anymore states out there that have no emissions requirements?

Also, you guys that live in the states that don't require emissions can you turbo your cars or pretty much mod it however you want?

If your in a emission free county in P.A, then you can pretty much do whatever. I've seen cars that i know won't pass..pass. The only hassle from cops is led or neon while driving and tires past the wheel wells. Me and my buddies sit in a parking lot across from the police station with our lights underglow and leds on all the time.... just a fun thing to do. sometimes even a burnout or 2 if the owner or the property is there. He loves us...Mostly because he's heavy into cars too and don't like the po-po.

Edited my first post since I didn't put the state in there lol. It's New Mexico.

As for turbo mods...there's no law or regulation preventing anyone from modifying their engines in any way. Hell, my friend is gonna register his sandrail for the streets, all he needs is a blinker and a windshield wiper. There's even a lot of drag cars here street registered.

It's all about smog control here. Doesn't matter what you do to your engine, so long as it doesn't emit heaps of pollution. For this reason, electric exhaust cutouts have recently become very popular. They're legal to have installed according to emissions for track purposes, so long as you're not driving around the streets with it open. Everyone usually opens it up anyway though.

Well the megadeath part was BAWS. But if your race for money, you're only giving the repeat offenders some downtime. It's the poor kids that have a clean import and are mistaken IDs that really pay for it.

Don't get me wrong the racing doesn't really pertain to this thread but I am just trying to highlight the fact that California has really gone overboard. If you are caught with substantial mods you can have your car impounded at the discretion of the citing officer. If he determines that your car isn't up to the emissions laws you can be cited or ref'd and/or have your car impounded, again at the discretion of the citing officer. Our state is the best when it comes to weather and climate, things to do and is one of the only places I know of that you can snowboard and go to the beach within 2 hours of each other but our politics have become our downfall and made us the laughing stock of the rest of the union. If it wasn't for the amount of money I make I would have split a long time ago. Other states don't pay like us either
