What would cause my speedo to be 10 mph faster than it is?

Hello everyone,
Once I get up in speed (even 20 mph will read as 30 and so on) my speedo is off by about 10 MPH high. What would cause this? I have after market wheels but the overall dimensions are very close to stock, and It did this before putting those wheels on so I think its safe to rule them out.

Smaller diameter wheels.

How small would they have to be to throw it off that much? I have 17's and I forget the tire size off the top of my head but they should be close to stock diameter.

You would have to measure your stocks to your 17's with tires on to see if it's that much of a difference.

Bigger wheels and tires=traveling faster then the speedometer actually reads

Smaller tires and wheels=traveling slower then the speedometer reads

Is it 10MPH at 80 too so it actually reads 90? or just lower and as it climbs so does the disparity.

That's is really weird because usually the higher the MPH climbs the difference in MPH also changes. Better for you though cuz you will always know just how fast you're going.

Mine seems the same way, could be +1 or 2 more though but generally the same. The VSS is something to look into, anything else?
