Radius rod problem, need the gurus advice

So I'm putting on a Prothane bushing set today and I think I've finally isolated that strange "clunk" that I hear when changing gears during acceleration. The passenger side radius rod is loose where it attaches to the crossmember. I thought it would be a pretty easy fix--just tighten the torx bolt that comes up from the bottom of the crossmember, but no such luck--the bolt just spins and spins without tightening. I can't get it out, seems like its just spinning in place. How in the blue hell do you tighten that stinkin bolt or get it out to be replaced since there's nothing on the top of the crossmember to grab?

Any help would be greatly appreciated!

The bolt I'm talking about is supposedly the one on right in the picture below, shows that it just screws in and is torqued down but something is holding it in place and allowing it to spin with about 1/8" worth of play, hence the clunk.

My first guess would have been that the radius rod bushing shrunk or compressed to where it's allowing play, but you've replaced that (right?). If you grab the bolt flange with a pair of pliers (since there's so much play), can you pull it straight out? (I know that's not how it's supposed to come out, but ?) Is it a blind hole, or can you reach over the top of the crossmember stamping and feel the other side? (I'm too lazy to lie down under my car and check....)

I guess I should go ahead and replace the bushing while I'm at it. If you each over the top of the crossmember there's nothing to grab that I can see, looks like a blind hole. When trying to remove the bolt it feels like there's something attached to it (like a nut or cap) thats keeping it from pulling down through the old bushing and just falling out.
