99 PRELUDE EXHAUST HELP !

Hello everyone,

I got pulled over today and got a citation for 27151 (a) VC "mod exhaust" in California.

27151. (a) No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the motor of the vehicle so that the vehicle is not in compliance with the provisions of Section 27150 or exceeds the noise limits established for the type of vehicle in Article 2.5 (commencing with Section 27200). No person shall operate a motor vehicle with an exhaust system so modified.

I have a 99 prelude. I bought the car with all the mods which include: aem intake, dc sports headers, full blox exhaust (straight pipe no cat converter).

I was wondering if anyone can help me determine what I need to replace to correct this violation. Do i just need to find a full stock prelude exhaust and I will be fine? If so, where can i find the parts? I am trying to find the CHEAPEST possible alternative to correct the violation. Thank you!

well you could probably put a resonator in the system should quiet the sound down more

You might not even pass inspection with a DC header UNLESS it has the carb legal badge on it.


get a cat, and have an exhaust shop make you a new exhaust. If you want some performance still than go with 2.5-3" and a stock style muffler. Just be sure to use 2 resonators to quite it down.

there is not badge on the headers. heres a picture of the headers that came with the car.



so i would need a cat, a new exhaust, and headers ?! do you know how the inspection goes about? if they inspect each part or if they simply do a sound check.

I was planning on selling my car but i do not know how that would go about as I have the fix it ticket...

Don't worry about the headers for now. You may get away with it since i'm not 100% sure if every part of Cali is like that. Just focus on the exhaust right now. The header and jdm h22a do not increase the sound.

- you really should include as much information here as you do on your post on Prelude online ;)

by the way, would you happen to know how the inspection for this citation goes about? is it a smog check or just a sound inspection?

They should be using a decibel meter to determine how loud your exhaust is. I would think your local inspection station would have one. They just need to check the sound and get a slip stating the decibel level - i'm not sure what you do from there since it is Cali. Maybe an auto service center may have the meter as well - call around and ask. Or even shoot a call to the nearest police station and ask them.

I will never understand how they can get away with these tickets or "citations" when they never have the meter on them to determine the exhaust is too loud. It's just some bull**** that most of us have to deal with...

Thanks alot man! Ill call the police dept. and see how the inspection is done. because if it has to do with smog it just adds a whole new set of problems for me. Yeah i was rolling in neutral as i passed by the cop for about a block and he just turned his lights on. oh also do you have any price estimate range on how much everything can cost up to? i called several shops today but everythings closed and id guess theyd want to inspect my car before they can determine anything anyways. based on brief knowledge for a set of headers,cat,resonator, etc?

For starters - get an aftermarket cat and go to a muffler shop to get a stock-ish muffler. should run you maybe $250ish if you get the parts yourself and pay a shop to install.

cat being over 100 muffler being maybe 80 tops and installation.

You need to check if you have a resonator or not - if you don't then thats one more thing to pay for.

We're not supposed to be running without a cat in Cali. The header won't really be an issue until you have to smog the car. It won't pass visual without a carb sticker. I kept the cat on my car, deleted the resonator, and kept a stock muffler. Everything after the cat isn't a smog device so after that just make sure your under sound regulations. If you or a friend know how to weld you could even save some cash and do the install yourself.

bro i jst moved to texas from cali. so i am VERY familiar with this. the DC badge alone wont do u any good during a smog check. u NEED a carb sticker that has to be placed somewhere on your engine bay that came WHEN IT WAS PURCHASED. same for your AEM intake. the AEM sticker on it will not prove anything. u NEED that carb number sticker to pass smog. 2nd, the exhaust u NEED a stock one to fix the ticket issue. u can pass smog portion with an aftermarket exhaust, as long as its cat back and your cat has not been touched. but for the violation u are as the say sht outa luck. and to make thinks worse, your cat HAS been replaced with a high flow one, which wont pass SMOG. so when the registration letter comes form the DMV for you and tells u that u need smog, let us know, we will have u in our prayers. to sum up:
1. U need C.A.R.B sticker for both header and intake. (or go stock on both) ((4 SMOG))
2. A stock exhaust to fix the violation (Legal issue)
3. A stock or OEM replacement cat (Legal issue and SMOG)
this is one of the main reason i live in the GREAT STATE OF TEXAS now! none of that cali BS. Trust me this is bottom line facts and truth for u. i learned all this the hard way and am experience in it now. take my advice and you should be fine.

i was looking up some cats online and basically each and every one says that they are 49 state legal (not including CA) is there a specific cat converter you may recommend? Im going to go to the shop to see what specific parts they recommend i purchase but if you guys suggest a cat which is alot cheaper i would rather order the cat separately online

check craigslist for part out ludes bro. best bet. the cheapest cali legal cat is made by magnaflow i believe.

Im so glad I left Cali and moved to Co back in 99... what bull... it pisses me off everytime I read stuff this. If Colorado ever got that picky I would move from here too.

My question is this... how does a dumb smog tech making 8$ an hour know the difference between a stock header and an aftermarket one, especially if its not a DC header with the DC stamp...

I remember getting pulled over in my 88 Si with a flowmaster in Cali back in 99 before they even got really strict. They never tested the noise. pisses me off when I think about it.

Another thing that amazes me that Harley and other bike and car companies can make vehicles with decibels far louder and annoying than any aftermarket exhaust system.

oh, one more question, so if the AEM is 50 state legal, how do you prove that to your friendly smog technician?

for the header, VERY easy. if it has a place to mount a heat shield with tabs, its stock. if it dont, its aftermarket. and in cali, the only way to prove is CARB sticker. they send u one when u buy it. cause anyone can put AEM on a ebay intake. the first part is a visual inspection, they check for know cali legal brand names. if it is real AEM, the look for carb sticker, which then they write that number down and either go make a phone call in the back for reference, or if they already memorized the number then u all good. but dont forget every car has a different carb number. u cant jst buy a sticker on and stick it, they will determine that and wont pass u. as for those friggin harleys, i agree 100%. it some BS.

I found someone selling this catback exhaust online. he posted on craigslist for $75. Is this a legitimate catback that should pass inspection? Is it worth his asking price?
