Fuse Question

Hey guys hows it going? I have never used or even tried to us my heated seats not really sure why. Anyways I hit the switch and nothing I took a look at the fuses and I'm missing 3 from the inside panel and 1 for under the hood. I'm starting to wonder some of them are wrong or not the right number 7.5, 10, 15 what have you. Could you guys help me out? I've posted 2 picture to show what spaces do not have fuses thank you in advance.

the fuse cover says the number for the fuse. match it with the spot on the fuse panel.

Okay are there supposed to be fuses in the 3 open spots? 4 if you count under the hood.

Sometimes they're just empty spots. Look at the panel cover, it will say if something is supposed to be there.

Check all your fuses to see if there are any burned out.

So in the RED does that mean not fuses goes there? Sorry for the stupid questions new at this.
