Ideal location of CAI?

I was wondering if this were an ideal location for my CAI air filter. I bought the car this way but I can't see any benefit of it being in its current location. Should I cut the pipe, should I leave it where it is, or should I buy a new shorter one.

As you can see its behind the bumper kinda under the engine bay.
