Heater control stuck "on"

I noticed my heater still works after shutting off the car. This is usually because of a bad relay since it goes into a closed circuit when they go bad. I replaced the relay and it's still doing the same thing. Does anyone know where I need to start looking to fix this problem? To make it so bad, I had to get a jump this morning from a dead battery because of this.
