Aiming headlights?

My headlights shine very low, and I cannot see far at all at night. Also the beam is very square. its not a "spread" glow. but like a box shape.

I've twisted the small gear located on the back of the headlight both directions for a solid 20 rotations with maybe a 1/2 inch of raising the beam. I've also spun the screw located at the bottom of the headlight as well with no change in beam at all, am I doing something wrong?

try twisting the other way
or see if somehing in the housing is broken

I have twisted them in both directions. They dont seem to be doing anything at all.

You wont really be able to notice the change without the lights on at night. If I were you I'd twist the screws a bit then turn on the headlights and repeat until you're satisfied.

Which of the two gears at each adjustment point are you supposed to turn? If I try turning the screw on the plastic geared one, it just starts unscrewing.
